Data sources
- Injury road accidents – Transport Administration, Police and Border Guard Board. Every accident since 2011: time, place, type, participants, road and weather conditions. Updated monthly. andmed.eesti.ee (CC BY 3.0)
- Deaths after the confirmed data – Police and Border Guard Board, daily “Liiklusinfo” traffic bulletin (politsei.ee news): the previous day's injury accidents. The site reads the deaths from it (preliminary; animals and deaths from medical causes excluded) and lists each case with a link on the front page. When the Transport Administration publishes the month's data, the confirmed figure replaces them. Updated daily. politsei.ee
- Traffic offences – Police and Border Guard Board, “Offences detected in traffic enforcement” (CC BY 3.0): traffic offences detected by the police since 2016, location as a 500 m square. Updated weekly. politsei.ee
- Driving licences – Transport Administration, “Estonian driving licences”: snapshot of all valid licences (licence type, categories, year of birth, sex; no personal data). Updated monthly; 1 January snapshots for earlier years. andmed.eesti.ee
- Theory tests – Transport Administration, Tableau Public dashboard “Autokoolid” → “Teooriaeksamid” (not published as open data; the site reads the figures shown on the dashboard, including per driving school). Updated at the start of each month. public.tableau.com

How the data is updated
Everything is automatic: the server checks the sources several times a day and downloads a file only when it has changed. The Transport Administration publishes accident and test data at the beginning of each month for the previous month. Road alerts refresh every 5 minutes.
Methodology
- A fatality is a person who died of injuries sustained in a road accident within 30 days. An injured person received first aid or outpatient or inpatient treatment.
- Estimated situation right now = confirmed count + average daily pace of the last 365 days × days since the data cut-off. It is a statistical estimate, not an actual count.
- Pass rate = passed / (passed + failed). First-attempt rate counts a person's first test in the same category since 2021 (shown from 2022).
- The driving school is the school the candidate started most recently. Personal and examiner identifiers in the source are pseudonymised and are not shown here.
- Map coordinates are converted from L-EST97 to WGS84. Not all accidents have coordinates.
- Dangerous places: accidents of the last five full years are grouped into places within about 75 m (densest first, places at least 150 m apart). Road sections: national roads in 2 km sections, 10 years. More accidents does not necessarily mean a bad road – busier places see more.
- Collisions (LKF): car-park incidents and other property damage (petrol stations, buildings, runaway vehicles etc.) are excluded. Current-year data are later supplemented with late-registered claims, so the comparison with last year slightly understates the current year.
- Per resident: five-year yearly average divided by the latest known population. Through traffic is not taken into account.
