Killed: total and in brackets in accidents involving e-scooter / light vehicle / cyclist (an accident involving both is counted in both). The data do not say whether, for example, the cyclist or someone else died. Last column: accidents involving either group (each accident once), per 10,000 residents a year – accidents in 5 years ÷ 5 ÷ population × 10,000 (Statistics Estonia, latest year).
Rules in brief
- Cyclists under 16 must wear a bicycle helmet; under-16s also wear a helmet on e-scooters and mopeds.
- Children may cycle on the road on their own from age 10 after cycling training and a test (10–15-year-olds need a cycling licence).
- Where a cycle path or lane exists, it must be used. On paths shared with pedestrians, pedestrians always have priority.
- In the dark or poor visibility a bicycle needs a white front and red rear light. Riding an e-scooter while intoxicated is prohibited.

Data: Transport Administration, injury road accidents. A light vehicle is mainly an e-scooter (also self-balancing devices, skateboards etc.); light-vehicle involvement is recorded from 2021. Deaths and injuries are counted for the whole accident, not only the e-scooter rider or cyclist. “Without safety gear” means someone involved was not using safety equipment (e.g. a helmet) – the data do not say who.
